India’s National Security Adviser Ajit Doval held high-level talks in Moscow with Nikolai Patrushev, focusing on expanding cooperation in Arctic shipping routes, maritime infrastructure, and defence collaboration.
The meeting took place on May 29, 2026, during Doval’s visit to Russia for the International Security Forum and the 14th Meeting of High Representatives for Security Matters. The discussions reviewed progress on proposals earlier discussed during Patrushev’s visit to New Delhi in November 2025, particularly in areas of maritime connectivity, shipbuilding cooperation, and training programs for sailors operating in polar and high-risk waters.
A key focus of the talks was the emerging Arctic trade corridor, which Russia is actively promoting as an alternative global shipping route connecting Asia and Europe. For India, the corridor is being examined as a strategic option to diversify energy and trade logistics, especially for imports of crude oil and liquefied natural gas. Officials noted that Arctic routing could significantly reduce shipping time and offer an additional pathway that is less dependent on traditional chokepoints such as the Suez Canal and the Strait of Hormuz.
Both sides also discussed broader defence and strategic cooperation, including ongoing collaboration in maritime security, naval training, and shipbuilding technologies. The dialogue underscored a shared interest in strengthening long-term strategic ties in critical sectors such as energy security, defence production, and polar research capabilities.
In addition to bilateral issues, Doval and Patrushev exchanged views on major regional and global developments, reflecting converging concerns over evolving security dynamics in a multipolar world. They reaffirmed the importance of maintaining close coordination between India and Russia on strategic and geopolitical matters.
During the visit, Doval also held separate meetings with senior Russian officials, including First Deputy Prime Minister Denis Manturov, reviewing cooperation in defence manufacturing, energy, and space exploration. He was also given a tour of key Russian space infrastructure facilities, including the National Space Center and Roscosmos industry centres.
The Indian NSA additionally met Myanmar’s National Security Adviser Tin Aung San, where both sides discussed security cooperation, defence engagement, and regional connectivity projects. These engagements collectively highlight India’s ongoing effort to deepen strategic partnerships across Eurasia while expanding its maritime and energy security footprint.
