Tragic Fire at Goa Nightclub Claims 25 Lives: Questions Raised Over Safety Violations and Illegal Construction

A devastating fire at the Birch by Romeo Lane nightclub in Goa’s Arpora shortly after midnight on Sunday claimed at least 25 lives, exposing serious lapses in safety norms, emergency planning, and regulatory enforcement. The blaze, which erupted while nearly 100 tourists were on the dance floor, spread rapidly through the club’s temporary structure made of palm leaves, trapping many inside.

The exact cause of the fire remains unclear. Goa police chief Alok Kumar stated that a cylinder blast triggered the blaze, but multiple witnesses contested this, claiming the fire began on the first floor where crowds were dancing. Tourists described chaos as people rushed toward exits that were too narrow and inadequately marked. Some, in the confusion, ran toward the kitchen on the ground floor and became trapped, while others moved to an underground area with poor ventilation, leading to deadly suffocation.

The nightclub’s location in the backwaters added to the tragedy. Fire trucks could not reach the site directly and had to be parked 400 metres away, significantly slowing rescue operations. A senior fire official noted that the narrow access route made it extremely difficult to contain the blaze in time.

Questions are also mounting over the club’s legality. Arpora-Nagoa sarpanch Roshan Redkar confirmed that the structure lacked a construction licence and was built on eco-sensitive saltpan land within a Coastal Regulation Zone, where construction is prohibited. A demolition notice had been issued earlier but was stayed after an appeal to the Directorate of Panchayats.

Goa chief minister Pramod Sawant said the nightclub had violated fire safety norms and announced a magisterial inquiry to determine accountability. FIRs have been registered against the owner and general managers, and arrest warrants issued. Local authorities now plan to conduct a fire safety audit of all nightclubs in the region, vowing strict action against non-compliant establishments.
