Banks across India are expected to roll out this program in the coming months, aligning it strategically with crucial state elections later this year and the anticipated general elections slated for mid-2024. The move underscores the government’s commitment to addressing housing challenges and creating an environment conducive to homeownership.
Indian Prime Minister Narendra Modi unveiled the plan in a speech delivered in August during the country’s Independence Day celebrations. However, the specific details of the program have not been reported until now.
The proposed scheme will provide an annual interest subsidy ranging from 3% to 6.5% on housing loans up to 0.9 million rupees. Eligibility criteria dictate that housing loans below five million rupees, taken for a tenure of 20 years, qualify for the program. Importantly, the interest subsidy will be credited upfront to the housing loan accounts of the beneficiaries. The program, initially intended to span until 2028, requires the formal approval of the federal Cabinet.
While this scheme has the potential to benefit approximately 2.5 million applicants from low-income groups residing in urban areas, the extent of subsidized credit allocation will ultimately depend on the demand for affordable urban housing.
Prime Minister Modi emphasized the significance of this program in his August speech, particularly highlighting its potential to benefit families residing in cities but currently living in rented houses, slums, chawls, or unauthorized colonies.
Government officials, who have requested anonymity due to the scheme’s ongoing finalization, confirmed that lenders have not been assigned specific lending targets at this stage. However, discussions between banks and government officials are expected to take place soon. In preparation, banks have already initiated the process of identifying potential beneficiaries. This proactive approach is expected to contribute to increased lending activities in the affordable housing segment within the broader home loan portfolio.
It’s worth noting that this isn’t the first time the Indian government has introduced interest subsidy programs aimed at lower-income urban borrowers. A similar initiative was implemented between 2017 and 2022, resulting in the sanctioning of 12.27 million homes under its purview.
As India seeks to address the pressing housing needs of its urban population, the proposed subsidized housing loan program represents a significant step towards achieving this goal, potentially transforming the lives of millions of low-income urban residents and stimulating economic growth in the process.
